Not by Bank Negara Malaysia, on the central bank’s own record. BNM’s Financial Consumer Alert List carries an entry titled “FBS Malaysia”, dated 13 July 2012, and fbs.com is among the websites it names. FBS’s own Malaysia page says the Financial Services Commission of Belize regulates it and that it serves clients cross-border. It names no Malaysian regulator.

So, is FBS regulated in Malaysia? This is an evergreen question answered as a dated register check: every 2026 date below is the day a page was read, not an event, and nothing new happened to prompt it.

That is nine web addresses across eight domains, and the brand’s main domain sits among them rather than apart from them. The other seven borrow the FBS name, two of them with “pelaburan”, Malay for investment. The entry does not say which of those sites FBS itself runs, and this desk makes no claim about who operates them.

The OctaFX row named seven local collecting agents. This one is a map of addresses, not of people: the brand, its look-alikes and two chat channels, gathered under one heading fourteen years ago and still on the list today.

What does a BNM alert-list entry prove?

Less than affiliates fear and more than they admit. BNM’s disclaimer calls the list a guide to entities that may have been “wrongly perceived or represented as being licensed or regulated” by the bank, updated from public reports after its own assessment. An entry marks an entity as one not authorised by BNM for the financial services it regulates. It is not a fraud finding, and the page gives no reason for this one.

The disclaimer cuts the other way too: absence or removal from the list, BNM says, should not be read as confirmation of a licence. Our review of BNM’s and the SC’s alert lists sets out the limits in full. The Securities Commission’s own list was not read for this post, so it says nothing either way about FBS there.

What does FBS say about its licence?

FBS answers on its own Malaysia page, read here on 3 October 2026. It says FBS operates “under the FSC license”, that the Financial Services Commission of Belize regulates its activities, and that it provides services “on a cross-border basis”. Those are the company’s words. This desk did not read the Belize register this run, so it neither confirms nor disputes the licence.

What the page leaves out is the point. It names neither Bank Negara Malaysia nor the Securities Commission, gives no contracting company and prints no licence number. The same page lists a “Best Broker in Malaysia” award from 2019 and tells readers forex trading is “completely legal” there, a question our Labuan explainer treats with more care. A legend that says Belize on a map titled Malaysia is still a legend about Belize. This post prints no licence number because none appeared in the text of the page this desk read.

FBS’s Malaysia page says forex trading is completely legal there. That is a broker’s sentence on a sales page, not a legal opinion. Whether a Malaysian resident may lawfully trade with a broker licensed offshore is a separate question, which this post does not answer and which our Labuan explainer approaches from the regulator’s side.

FBS markets to them directly: its Malaysia page offers account opening, local payment methods and a 2019 Malaysian award, and says it serves clients on a cross-border basis under a Belize licence. Being available is not being authorised. BNM’s alert list carries an FBS Malaysia entry naming fbs.com, which is the opposite of a BNM licence.

Is FBS safe in Malaysia?

Safety is not a register field. What the record shows is narrower: a BNM alert-list entry since 2012, and a Malaysia page that cites a Belize regulator and no Malaysian one. Any protection a client has depends on the company and the regulator named in the account documents, and the page this desk read names neither the company nor a licence number.

BNM describes the list as a guide to entities that may have been wrongly perceived as BNM-licensed, built from public reports after its own assessment. It is not a finding of fraud.

The risk line, plainly: a leveraged account with a broker that names its regulator in Belize leaves any complaint an ocean away from Kuala Lumpur, and losses can arrive faster than replies. Licensing varies by country; check your broker’s local status yourself, and read nothing here as a reason to trade.
